To attach files to a message you are sending to a list, use a mail client (such as Gmail or Outlook). The UT Lists Web interface does not allow you to upload attachments.
Note: Total message size is limited to 5 MB. Please be aware that this limit is on the entire body of the message, including any encoding overhead, replicated multipart message content and attachments.
