If you try to approve an FRMS Scholarship/Fellowship document and see the error message Document needs more approvals before final processing, it means that you are on all the desks in the routing path, and the document will not approve. Scholarship documents require SIGNER+1 routing, which means two different people must approve the document. You may either ask the electronic office manager to remove you from one of the desks in the routing path or add another desk to the routing path.
